Kazis, R. (2001). Youth councils and comprehensive youth planning:
A report from eight communities. Boston: Jobs for the Future.
This study reviews plans and strategies of youth councils in eight
communities. The focus is on key aspects of the evolution of each
of these communities' efforts, including variations in how these
communities intend to ensure that required services are available
to all young people. Researchers concluded that youth programming
does not require centralized control of youth resources, and that
youth councils must balance strategies for engaging employers with
strategies for meeting other youth needs.
