Proceedings of Past Institutes

NCSET and its partners held Capacity Building Institutes from 2001 to 2005 which "piggy-backed" on major national and regional meetings and conferences of the Center's key audiences. The institutes adopted a "train-the-trainer" approach and developed materials for multiple types of users including technical assistance providers, dissemination centers, Regional Resource Centers, state and local agencies, and others. Each Institute involved youth and parents in the planning, design, implementation, and evaluation; asked participants to review discussion papers and questions prior to the event; asked participants to identify desired outcomes for their participation at the event; provided facilitators to support small groups in plenary or discussion sessions; provided content experts and consultants to support key issues and themes being addressed; offered networking opportunities for participants to learn from one another; and included a follow-up component to discuss progress made in relation to identified goals developed during the institutes.

Research-Based Tools and Strategies for Improving Outcomes for Secondary Youth with Disabilities • October 19, 2005 • Albuquerque, NM
This institute provided researchers, state transition coordinators, educators, families, and other interested stakeholders with information on research results and interventions that improve outcomes for secondary youth with disabilities. The morning of this day-long institute focused on findings of the National Longitudinal Transition Study-2 as well as perspectives of youth about what works in helping them succeed. The afternoon sessions—small-group facilitated discussions—provided participants opportunities to learn from and interact with researchers who shared their knowledge regarding how the key areas of schooling, career preparation, youth development/youth leadership, family involvement, and connecting activities can improve outcomes for secondary youth with disabilities. This institute preceded the Division on Career Development and Transition (DCDT) Conference, October 20-22, Albuquerque Convention Center. It was hosted by DCDT (of the Council for Exceptional Children) and NCSET.

Enhancing Transition to Postsecondary Education and Employment for Youth with Disabilities through Culturally Relevant Support, Services, and Education • March 2-3, 2005 • Honolulu, HI
This Community Building Institute, sponsored by the National Center for Secondary Education and Transition at the University of Hawai’i at Manoa and the National Technical Assistance Center for Asian Americans and Pacific Islanders, explored how reframing our dialogues around the intersections of culture, language, and disability can help us to unravel current barriers to successful preparation for and transition to postsecondary education and employment and to create or strengthen culturally relevant support services, educational environments, assessment tools, and community/family partnerships. Held in conjunction with the 21st Annual Pacific Rim Conference on Disabilities, February 28 - March 1, 2005.

I Have a Dream Too! Connecting Mental Health and Education • August 24, 2004 • Washington, DC
This CBI was held in conjunction with PYT Cross-Site Forum on August 25-26, 2004. The purpose of this Capacity Building Institute is to provide SAMHSA Partnerships for Youth Transition (PYT) site teams with an opportunity to learn how to better link with education partners to improve secondary school outcomes for youth with mental health needs and to insure their successful transition to postsecondary education and employment.

Improving Academic Performance and Access to the General Curriculum for Secondary Youth with Disabilities
• July 13, 2004 • Washington, DC
This CBI was held in conjunction with the OSEP Research & Leadership Project Directors’ Conference. The purpose of this CBI was to provide researchers with an opportunity to engage in reflective dialogue around: 1) research results related to improving academic performance of and access to the general curriculum for youth with disabilities, 2) methodological issues in research related to academic performance of and access to the general curriculum for secondary youth with disabilities, and 3) research-based interventions that improve academic performance and increase access to the general curriculum.

Collaboration Between Secondary and Postsecondary Education: Promoting Success for Students with Disabilities • July 12, 2004 • Miami, FL
This CBI was held in conjunction with the annual Association of Higher Education and Disability (AHEAD) conference. Participants at this CBI explored issues related to the transition and postsecondary participation of youth with disabilities with a focus on improving collaboration between secondary school and postsecondary school personnel and policies.

School-Based Strategies for Supporting Student Development of Self-Determination Skills in the Context of Leadership and Standards-Based Reform • April 13, 2004 • New Orleans, LA
This CBI was held in conjunction with the Council for Exceptional Children Convention and Expo. Participants learned practical strategies and plans for increasing student self-determination. Leading researchers and practitioners provided insights into how to use self-determination to increase academic achievement and how schools, districts, and states can scale-up implementation of self-directed learning.

Issues of Transition and Postsecondary Preparation for Individuals with Hidden Disabilities• March 31 - April 1, 2004 • Honolulu, HI
This CBI was held in conjunction with the 20th Annual Pacific Rim Conference on Disabilities. Participants explored issues related to the transition and postsecondary participation of youth with “hidden” disabilities, including learning disabilities, Attention Deficit Disorder, psychiatric disabilities, emotional disabilities, Traumatic Brain Injury, and other such disabilities that cannot be “seen.” Individuals with these disabilities are often overlooked and misunderstood, despite the protection offered under federal disability law and growing recognition that hidden disabilities profoundly affect many aspects of a person’s learning and everyday life.

Collecting and Utilizing Postschool Outcome Data to Improve Transition Programs and Services at the National, State, and Local Levels • October 22, 2003 • Roanoke, VA View Invitation Brochure | PPT Slide Presentations
This CBI preceeded the Division of Career Development and Transition Conference. This CBI provided researchers, state transition coordinators, and other interested stakeholders with information on the process of collecting postschool outcome data and how that information is used to improve programs and services.

Perspectives on Serving Young Offenders with Disabilities: Litigating and Organizing Systemic Change • October 12, 2003 • Bloomington, MN
This CBI provided information, resources, and training regarding the issues, service provision, and alternative methodologies for addressing youth with disabilities involved with the juvenile justice system.

Critical Issues in Reform and Inclusion of Youth With Disabilities in Secondary Education and Transition • July 8, 2003 • Washington, DC
This CBI provided researchers with an opportunity to engage in reflective dialogue around (1) Issues of reform, inclusion, and the intersection of reform and inclusion at the high school level; (2) Research results related to improving outcomes for all high school students; and (3) Methodological issues in research related to reform, inclusion, and the intersection of reform and inclusion at the high school level.
