Building on Results: A Blueprint for Strengthening the No Child Left Behind Act

This report from the U.S. Department of Education sets forth the policy proposals of Secretary of Education Margaret Spellings for reauthorizing the No Child Left Behind Act. Proposals relating to high schools include steps to improve graduation rates and promote rigor, and increased funding for schools serving low-income students.

Special Education Official Leads Data-Collection Push

Beginning next month, states will have to report more information on their students with disabilities to the federal government than they have ever been required to under previous incarnations of federal special education law. The data-collection effort is not only a challenge for state officials—it is also one of the first major activities to be entirely overseen by Alexa Posny, who took over as Director of the Department of Education’s Office of Special Education Programs last April.

President Bush Signs the Combating Autism Act of 2006

On December 19, 2006, President Bush signed the Combating Autism Act of 2006. It authorizes expanded activities related to research on and prevention and treatment of autism spectrum disorder through FY 2011. There are more than 1.5 million cases of autism in the U.S.

U.N. General Assembly Adopts the Convention on the Rights of Persons with Disabilities

On December 13, 2006, the United Nations adopted the Convention on the Rights of Persons with Disabilities (http://www.un.org/disabilities/convention/). Once the Convention is adopted, signed and ratified by national governments, it will have an impact on national laws that will transform how people with disabilities can live their lives and offer a way forward to ensure that those with disabilities enjoy the same human rights as everyone else—in education, employment, access to buildings and other facilities, and access to justice.

To provide the public with an overview of the Part B Final Regulations implementing the 2004 reauthorization of the Individuals with Disabilities Education Act, the U.S. Office of Special Education and Rehabilitative Services (OSERS) has been hosting a series of community-based public meetings. The presentation is available online and covers discipline, Response to Intervention, IEPs, monitoring, highly qualified teachers, private schools, the National Instructional Materials Accessibility Standard (NIMAS), and procedural safeguards.

U.S. Social Security Administration Announces 3.3 Percent Benefit Increase for 2007

On October 18, 2006, the U.S. Social Security Administration announced that the monthly benefits for Supplemental Security Insurance (SSI) and Social Security beneficiaries will increase by 3.3 percent in 2007. In addition, the substantial gainful activity (SGA) level will increase by $40 per month for individuals with a disability and by $50 per month for individuals who are blind or visually impaired.

ADD’s FY 2003-2004 Bi-Annual Report: The American Dream Belongs to Everyone

The Administration on Developmental Disabilities (ADD), a division of the U.S. Department of Health & Human Services’ Administration for Children & Families, has released its 2003-2004 bi-annual report to Congress, the President, and the National Council on Disability. The report describes some of ADD’s grantees and how they have changed lives through technology, new jobs, new opportunities, empowerment training, and protection of rights. Appointees Sworn In to Serve on President’s Committee for People with Intellectual Disabilities

On September 14, 2006, members of the President’s Committee for People with Intellectual Disabilities (PCPID), appointed recently by President George W. Bush, were sworn in by Wade F. Horn, HHS Assistant Secretary for Children and Families. The PCPID acts in an advisory capacity to the President and the HHS Secretary on matters relating to programs and services for persons with intellectual disabilities.

Tom Osborne Federal Youth Coordination Act Passed

On September 30, 2006, Congress passed the Federal Youth Coordination Act (FYCA), renaming it the Tom Osborne Federal Youth Coordination Act after its Congressional champion. The bill now moves on to the President for his signature. Among other things, FYCA will bridge policies and programs across the 12 federal departments and agencies that administer programs for at-risk youth.

Twenty-Sixth Annual Report to Congress on the Implementation of the Individuals with Disabilities Education Act

The Twenty-Sixth Annual Report to Congress on the Implementation of the Individuals with Disabilities Education Act (IDEA) is now available online. Volume 1 focuses on the children and students being served under IDEA and provides profiles of individual states’ special education environments. Volume 2 contains state-reported data tables and appendices.
