2005 National Leadership Summit on Improving Results for Youth

More About the 2005 Summit


Background

In response to the need to improve high school experiences and postschool outcomes for youth with disabilities, the National Center on Secondary Education and Transition (NCSET) hosted its first National Leadership Summit on Improving Results for Youth in September 2003. More than 250 participants attended, including state agency leaders; policymakers; professionals representing general education, special education, career and technical education, workforce development, vocational rehabilitation, and other agencies; parents; and youth with disabilities. A total of 42 teams (herein referred to as leadership teams) representing U.S. states, territories, and the Bureau of Indian Affairs attended. The purpose of the two-day event was to build capacity to develop more results-driven state systems so that youth with disabilities achieve more desirable postschool outcomes. In order to continue the national conversation which occurred at the 2003 Summit, NCSET in partnership with federal agencies and national organizations co-hosted a second National Leadership Summit on Improving Results for Youth in Washington, DC, June 14-15, 2005.

The goal of this event was to convene state-level teams of policymakers to examine the progress made in the implementation of the strategic action plans developed at the 2003 Summit, and to further build state/territory capacity to improve high school experiences that lead to successful postschool outcomes for all youth.


Leadership Teams

Participation in the 2005 National Leadership Summit was for Leadership Teams only. All State Directors of Special Education were invited to send one Leadership Team from their state or territory.

Each State Director of Special Education was encouraged to convene a team consisting of policymakers representing a broad range of perspectives on secondary education, transition, and workforce development. Suggested team members included:

  • State Special Education Director
  • State Transition Coordinators
  • Vocational Rehabilitation Directors
  • Workforce Development Officials
  • Social Security Administration Representatives
  • Title I Representatives
  • Directors of Vocational Education
  • School Improvement Representatives
  • Representatives from Postsecondary Institutions
  • Parents/Family Representatives
  • Youth Representatives


The Team Leader

The State Director of Special Education in each state or territory, or an individual they appointed, served as the Team Leader, responsible for convening their Leadership Team (see more about the role of Team Leader in Pre-Summit Activities).


Benefits to Participating States

At the 2005 Summit, Leadership Teams:

  • Revisited and revised state strategic action plans for stronger accountability, which leads to improved results for youth with disabilities;
  • Learned how other states are addressing academic achievement, secondary and postsecondary education completion, and gainful employment;
  • Engaged in strategies for more collaborative interagency relationships for improved postschool results;
  • Suggested federal and national action for improved secondary education and transition results; and
  • Promoted effective evidence-based practices that lead to successful adult outcomes for youth.


Pre-Summit Activities

Prior to the 2005 Summit, each state/territory wishing to attend:


1. Convened a Leadership Team and Designated a Team Leader

Each state/territory convened an interagency team based on the priority issues that they identified in advance of the 2005 Summit. The State Director of Special Education, or an individual appointed by this person, served as the Team Leader. The Team Leader was responsible for:

  • Convening their Leadership Team for the 2005 Summit
  • Registering individual members of the team using the mailed registration form or via the online registration system
  • Coordinating the completion and submission of the Pre-Summit Assessment (see below)
  • Serving as the liaison with NCSET staff in preparing for and following-up from the 2005 Summit


2. Completed the Pre-Summit Assessment

Leadership teams completed the National Standards and Quality Indicators for Secondary Education and Transition Self-Assessment tool, a tool developed by the National Alliance for Secondary Education and Transition. This Pre-Summit Assessment requests preliminary information about the evidence, importance, and priority for improvement of national standards in the state/territory, as well as priority issues states/territories wanted to focus on during the 2005 Summit.

Team Leaders were encouraged to bring together team members to complete the pre-Summit assessment. See more information about and download the National Standards and Quality Indicators for Transition Self-Assessment Tool.

Completed Pre-Summit Assessments were due to NCSET by April 1, 2005.

Wednesday, April 20

This teleconference focused upon reasons for teams to attend the Summit, team membership to benefit from the Summit, and teaming principles to following ensuring your team a quality experience at the Summit. Dr. Stodden and Dr. Smith discussed steps used to formulate an interagency transition team, typical team membership, characteristics of an effective team, and typical issues addressed by teams. Dr. Stodden also discussed the use of the NCSET Essential Tool on Interagency Transition Team Development and Facilitation when preparing for the Summit.

Teleconference #2

This teleconference focused upon the structure and the content of the Summit, discussing ways for team leaders to prepare their members to get the most from their experience.

What to Expect
The first 30-45 minutes of the call will consist of the speakers’ presentation. Participants will then be given the opportunity to ask questions.
